If 86 of 250 people answered yes, then 125 should answer yes, and 125 should answer no. But as 125 - 86 = 39 students of 125 said "no" because they really didn't used drugs, then the actual number of students who didn't use drugs is lower by 39, and it is 86 - 39 = 47 students.
