Why is it ok to undercook beef (medium, medium-rare, rare), but not chicken? I've seen people having "rare" or "medium rare" chicken, and it looks like salmonella on a plate.

It is not OK to undercook chicken because when it is raw it has salmonella that can get you sick. Beef that is cooked to at least medium rare has reached an internal temperature that makes it safe to eat.
