Consider this problem from the energy conversion viewpoint. Suppose that the amount of energy required to pass through one wooden plank is Ep and is independent from the initial velocity of the bullet. Then by increasing the initial velocity 3 times

we will increase the energy E∝v2=9E0 9 times. Therefore, if 

E0=Ep, then E=9Ep and it will be able to get through 9 planks.
