the saturated temperature of the steam is 198.3^oC

Since the operating temperature of the steam is greater than saturation temperature hence steam is in a superheated state.

And from the table of properties of superheated steam 

At P = 1.5 MPa

T = 250^oC

v = 0.152 m³/kg

u = 2695.3 KJ/kg

h = 2923.3 KJ/kg

s = 6.709 KJ/kg K
