Simple answer: because they are people who live in Canada, and they need money to care about themselves and their families.

Not that simple answer: because farming and agriculture play a strategic role in the development and life of Canadian citizens. Imagine that due to another pandemic, all borders are closed. How will we get bread? What vegetables and fruits will we eat? Similar reasonings are applicable for a war scenario.
