What would you say to those who believe that Africa lacks expertise in responding to pandemics? 200 words

While it can be easily deducted that most of African government are not stable enough to strategically position their countries to respond to the pandemic, it is ideal that, some of the few stable countries are in better position. In this case, I believe despite the believe pandemic being a major hit to many countries on a global scale, Africa position I way less comparable to countries such as US and UK. Nevertheless, powerful countries such South Africa and Tunisia have greater position to provide required aid to the less developed countries. Ideally, through the help of AU and WHO, Africa can be supported to improve their health care systems.
