Three major actors involved in the formulation of a green paper
1.The Executive - the executive plays a dominant role in the formulation of a green paper. The normal procedure is for the green paper to be written in-house by civil servants and then published for consultations. Bureaucrats in the executive branch of the government therefore write the policy proposals contained in a green paper.
2.Legislators - After its drafted, a green paper is taken to legislators such as the parliament in UK and The Congress in the US for consultation and discussion.
3.The public - besides a debate from legislative bodies, the government seeks the public's opinion and reaction to the suggested policy for consideration.
