The Athenians adopted a technique known as Select the Decision Criteria, in which they presented the Melians with a choice: submit and pay tribute to Athens, or be annihilated. The Athenians don't want to waste time debating the situation's morality since, in actuality, might makes right—or, as they put it, "the powerful do what they can, and the weak endure what they must."
