The system level of foreign policy analysis makes the most sense because it analyzes beyond global interactions between states; it looks at the balance of power between states with the key variable being the power of a state within a system, and how that determines what happens in global politics and realistically considers developments beyond the immediate control of any particular state or group of states, such as the global economy, the internet and transnational terrorism.
