The universe is expanding at a rate of 73.8 kilometers persecond per 3.26 million light-years. It means that a galaxy, which is located at a distance of 3.26 million light-years away, is mowing away at a speed of 73.8 kilometers per second. Galaxy, at a distance, twice bigger is moving away twice faster, and so on. Recession velocity is proportional to distance. It meansthat the farther away from the Earth is one or another galaxy, the faster it's moving away from us. Thus, galaxies, located further than some particular distance from us, are receding from us with velocities greater than the speed of light. Superluminal recession (recession with a velocity, faster than the speed of light) is a fundamental part of the general relativistic description of the expanding universe. So technically, you can say that the Universe is expanding faster than the speed of light.
