The best way to start new project is to use IDE (NetBeans, Geany,Eclipse etc.) in combination with the server software, like XAMPP.
Most of this software is free to download and use, so you can find itusing Google.
Also is possible to start a new php project directly on your hosting,but it requires some experience of using this technology.
