This system was designed to give all South Africans equal rights. Demands such as "Land to be given to all landless people", "Living wages and shorter hours of work", "Free and compulsory education, irrespective of colour, race or nationality" were synthesised into the final document by ANC leaders including Z.K.The 1994 election paved the way towards a new democratic dispensation and a new constitution for the country. The elections took place in a peaceful and festive atmosphere, though there were threats of political violence. Of South Africa's 22, 7 million eligible voters, 19.7 million voted in the 1994 national election.
