(b) Scaling up efforts to address unequal gender power relations. Some programs include organized participation activities that lead to an analysis of gender norms and their links to power imbalances, violence, and other harmful behaviors. These programs work with a variety of stakeholders from various sectors and across the socio-ecological spectrum, and they are frequently small-scale. We must scale up successful pilot collective impact projects and ensure that norm shifts are sustained.
