On the one hand, this is true, because we all have free will and the limits are in our heads. On the other hand, some poor less developed countries with low human development index just do not provide enough possibilities for the majority of people living there. Of course, there are ambitious and rich people who were able to chase their dreams, but their percentage is lower in poor countries than in developed countries. So, the circumstances are different, the people's intentions are similar, and for some people, it is just like they are further from reaching their goals (like buying a car or house) than others. But still, they have the way to reach their goal, although it may take a much longer time and much more effort.
